Assistant Fire Chief

This position will be physically located in Kuwait in support of LOGCAP.

Under supervision of the Deputy Fire Chief, responsible for providing assistance to the designated Fire Chief/Deputy Chief. Manages the administration of the training and safety program within the fire and emergency services department. Develops, implements, and manages the training program to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, DoDI 6055.06, and Area Support Group-Kuwait policies as well as NFPA standards as prescribed by DoD instructions and Army regulations.

1. Directs a professional team encompassing a range of functions within the discipline.
2. Evaluates staff, comparing objectives and achievements in the assessment.
3. Coaches employees in their professional career development and process improvements.
4. Manages the FES Training program and is responsible for the development of the department's annual training program per DOD instructions.
5. Works with training officers and other department leaders to develop training programs supporting fire department requirements, in accordance with NFPA, Army, and other applicable regulations.
6. Performs detailed needs analysis using response data to develop specific training programs supporting department operations.
7. Ensures personnel competency by evaluating training effectiveness and administering the DOD firefighter certification program.
8. Develops job performance requirements, lesson plans, training schedules, instructional methods, media, curriculum, and evaluation instruments.
9. Performs fire ground/emergency management functions, Safety Officer, or other positions as required.
10. Develops, manages, and oversees the Fire Department safety program in accordance with NFPA 1500.
11. Coordinates training efforts with shift personnel, Army agencies, and local emergency response agencies. Develops contacts and leads for training resources.
12. Provides instruction to firefighters, Army personnel, or civilians as required.
13. Participates in community events to enhance the Fire Department's image.
14. Maintains relationships with other fire service and rescue agencies to develop mutual aid training for effective multi-agency responses.
15. Performs other duties as assigned.

Minimum Qualifications: Education/Certifications: One-year related experience may substitute for one year of education if a degree is required.

• An Associate's or higher degree in Fire Science or related fields is preferred.
• Fire Officer III, Fire Instructor III, Fire Inspector II, Hazardous Materials Incident Command, Airport Firefighter certifications.
• Ability to obtain host nation driver license.
• Must be Secret Clearance Eligible and/or able to obtain a Secret Clearance.

Experience:

• Approximately five (5) years of combined experience in a local authority, civil aviation, or military fire service required.
• Two years in a supervisory role.
• Required to have IFSAC or ProBoard Certification.

Skills:

• Knowledge of current trends and developments related to fire service management and organization.
• Knowledge of organizations supporting Fire and Emergency Services.
• Advanced knowledge of Fire Department training and education programs.
• Training in Information Assurance, CPR AED and First Aid, Fall Protection, Confined Spaces, and Respiratory Standard Training.

Working Conditions:

• Must be capable of working in extreme weather conditions, including temperatures exceeding 120°F.
• Indoor and outdoor environments with harsh conditions.

Physical Requirements:

• Medium work; exerting up to 50 pounds of force occasionally and 30 pounds frequently.
• Work may involve heavy lifting, stooping, climbing, prolonged standing/sitting, and exposure to physical, chemical, or biological agents. PPE is required in some situations.
• Must comply with all Fire and Safety Regulations and policies.
