OverviewThis position will be physically located in Kuwait in support of LOGCAP.
Under the supervision of the Deputy Fire Chief, responsible for assisting the Fire Chief/Deputy Chief, managing the training and safety programs within the fire and emergency services department. Develops, implements, and manages the training program to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, DoDI 6055.06, and Area Support Group-Kuwait policies, as well as NFPA standards as prescribed by DoD instructions and Army regulations.
Responsibilities- Directs a professional team within the discipline.
- Evaluates staff performance and achievements.
- Coaches employees for professional growth and process improvements.
- Manages the FES Training program and develops the annual training plan per DOD instructions.
- Collaborates with training officers and department leaders to develop training programs supporting fire department requirements, in accordance with NFPA, Army, and other regulations.
- Performs needs analysis using response data to develop targeted training programs.
- Ensures personnel competency through training effectiveness evaluations and manages firefighter certification programs.
- Develops job performance standards, lesson plans, schedules, instructional methods, media, curricula, and evaluation tools.
- Performs fire ground/emergency management functions, Safety Officer duties, or other roles as required.
- Develops and oversees the fire department safety program in accordance with NFPA 1500.
- Coordinates training efforts with shift personnel, Army agencies, and local emergency responders.
- Provides instruction to firefighters, Army personnel, or civilians as needed.
- Participates and leads in community events to promote the fire department's image.
- Maintains relationships with other fire and rescue agencies for mutual aid training.
- Performs other duties as assigned.
- Education/Certifications: An Associate's or higher degree in Fire Science or related fields is preferred. Certifications include Fire Officer III, Fire Instructor III, Fire Inspector II, Hazardous Materials Incident Command, Airport Firefighter. Ability to obtain a host nation driver license. Must be Secret Clearance Eligible or able to obtain a Secret Clearance.
- Experience: Approximately five years in fire service (local authority, civil aviation, or military), with at least two years in a supervisory role. Must hold IFSAC or ProBoard Certification.
- Skills: Knowledge of fire service management trends, NFPA standards, and emergency response coordination. Training in CPR, AED, First Aid, Fall Protection, Confined Spaces, and Respiratory Standard Training.
- Working Conditions: Capable of working in extreme weather, including temperatures exceeding 120°F, in harsh environments such as deserts and industrial settings.
- Physical Requirements: Medium work exerting up to 50 pounds occasionally, with requirements for heavy lifting, climbing, and working with PPE in potentially hazardous environments.
