Assistant Fire Chief

***This position will be physically located in Kuwait in support of LOGCAP.***

Under supervision of the Deputy Fire Chief, responsible for assisting the Fire Chief/Deputy Chief and managing the training and safety program within the fire and emergency services department. Develops, implements, and manages training programs to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, DoDI 6055.06, and Area Support Group-Kuwait policies, as well as NFPA standards as prescribed by DoD instructions and Army regulations.

• Lead a professional team across various functions within the discipline.
• Evaluate staff performance against objectives.
• Coach employees for professional growth and process improvements.
• Manage the FES Training program and develop the annual department training plan per DOD instructions.
• Collaborate with training officers and department leaders to develop training programs supporting fire department requirements, in accordance with NFPA, Army, and other regulations.
• Conduct needs analysis using response data to tailor training programs for department operations.
• Ensure personnel competency through training effectiveness evaluations and manage DOD firefighter certification programs.
• Create job performance requirements, lesson plans, schedules, instructional methods, media, curriculum, and evaluation tools.
• Perform fire ground/emergency management, Safety Officer, or other roles as needed.
• Develop and oversee the Fire Department safety program in line with NFPA 1500.
• Coordinate training efforts with shift personnel, Army agencies, and local emergency response teams, developing contacts and resources.
• Provide instruction to firefighters, Army personnel, or civilians as required.
• Participate and lead community events to promote the Fire Department's image.
• Maintain relationships with other fire and rescue agencies to develop mutual aid training for effective multi-agency responses.
• Perform other duties as assigned.

• Minimum Qualifications: Education/Certifications: One-year related experience may substitute for one year of education. An Associate's degree or higher in Fire Science or related field is preferred. Certifications: Fire Officer III, Fire Instructor III, Fire Inspector II, Hazardous Materials Incident Command, Airport Firefighter. Ability to obtain a host nation driver license. Must be Secret Clearance Eligible or able to obtain a Secret Clearance.
• Experience: About five years of experience in local authority, civil aviation, or military fire service; two years in a supervisory role. Must have IFSAC or ProBoard Certification.
• Skills: Knowledge of current fire service management trends, organizational support, and advanced training program knowledge. Training in Information Assurance, CPR AED, First Aid, Fall Protection, Confined Spaces, and Respiratory Standards.
• Working Conditions: Capable of working in extreme weather exceeding 120°F, in harsh outdoor and indoor environments, including desert conditions with temperatures up to 130°F.
• Physical Requirements: Medium work involving lifting up to 50 pounds occasionally, 30 pounds frequently, and 30 pounds constantly. May require heavy lifting, climbing, prolonged standing/sitting, and use of PPE. Must comply with all safety regulations.
