Responsible for overseeing the full range of Human Resources functions, including strategic planning, talent acquisition, performance management, employee relations, compensation and benefits, and training and development. Additionally, manages the company's administrative HR operations, ensuring the implementation of HR best practices that foster a high-performance, employee-oriented culture focused on empowerment, quality, and productivity.

Key Responsibilities include but are not limited to:
  1. Enrich the organization's Human Resources by planning, evaluating and implementing Human Resources policies, procedures, programs, and practices.
  2. Ensure an efficient administration processes in managing the completion of government transactions and liaising with appropriate local authorities.
  3. Develop the Human Resources strategic objectives and KPIs to ensure all employees are working towards achievement of these objectives.
  4. Develop and implement recruitment strategies and initiatives aligned with the overall business strategy.
  5. Drive manpower planning process ensuring adherence to the manpower budgets and appropriate staffing levels.
  6. Manage full cycle of the recruitment process: hiring activities involved in external and internal selection, including pre-screening applicants, conducting interviews, compiling interview results, and notification of applicants concerning select/not-select status.
  7. Explore the market up-to-date practices in the recruitment and staffing to implement appropriate best practices within the company.
  8. Create job descriptions and interview questions that reflect the requirements for each position in line with the determined selection criteria.
  9. Manage joining formalities, background checks, employment verifications, clearances, pre-deployment medical physicals, timely submittal of all documents and visa applications of potential candidates.
  10. Manage the personnel administration process with respect to the following activities: Personnel Files, Resignation, Termination, Grievance Handling, Conflict of Interest, Disciplinary Action, Time & Attendance, End of service benefits (EOSB), Leaves, Overtime, Relocation (transfer), other employee administrative issues.
  11. Implement the compensation & benefits structure in line with The Company policies and Kuwait Labor law.
  12. Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements.
  13. Oversee career development, performance measure, trainings and personnel affairs, to help the staff achieve their full potential to deliver consistently high performance and standards.
  14. Initiate and guide the annual performance appraisal process and ensure that the department managers are provided with the required forms and methodology for performance appraisals and provide reports on results of appraisals to top management.
  15. Manage the training & development activities including the conducting of training needs analysis, developing training plan, delivering and evaluating training, etc.
  16. Set the social media communication strategy for required job profiles and functions.
  17. Evaluate and monitor the recruiting activities and constantly reduce the department cost.
  18. Monitor the labor legislation updates and implement required changes to keep company recruitment processes compliant.
  19. Participate and/or conduct job fairs and career events, locally and overseas.
  20. Respond to tight deadlines in accordance with contractual terms and customer requirements while considering and assessing relative costs.
  21. Provide clear direction, prioritize tasks, assign and delegate responsibility and monitor the workflow.
  22. Ensures that the Company's overall human resources policies, rules, regulations and procedures comply with Kuwait Labor law.
  23. May perform other Human Resources duties as assigned.

Skills

  1. Bachelor's degree in Business Administration, Human Resources Management or equivalent. Professional Human Resources certification/accreditation preferred.
  2. 7 – 8 years of proven experience in HR and Recruitment field – Internal Recruitment and external recruitment agencies.
  3. Solid Knowledge of Employment Laws and regulations, GCC Labor laws.
  4. Ability to align HR initiatives with organizational goals and strategies, and contribute to the overall business strategy. This includes workforce planning, succession planning, and organizational development.
  5. Strong leadership qualities to manage and develop HR teams, collaborate with senior management and other departments.
  6. Mastery level in candidate sourcing techniques, evaluation methods and relationship building skills.
  7. Knowledge of governmental regulations pertaining to hiring and sponsorship formalities and transactions.
  8. Maintaining high ethical standards and handling confidential information with discretion and professionalism are critical in HR roles.
  9. Proficiency in HRIS (Human Resources Information Systems) and other HR-related software is often required to manage employee data, payroll, and reporting efficiently.
  10. Proficient Computer skills, Operating systems, Microsoft Office applications, and others.
  11. High level of communication and organizational skills (Proficiency in English and Arabic).
