Human Resources Manager

Purpose: As a staff member of the Program Management Office, provides human resources support in employment, benefits, new hire orientation, training, workers' compensation, reporting, records, HR policy, and salary administration. Provides guidance and training to lower-level employees assisting with HR functions.
Essential Duties & Responsibilities:
- Provide comprehensive HR support to a specified client group, including compensation, performance management, employee relations, training & development, benefits, and employment law. Review and interpret HR policies, recommend updates to senior management to meet legal and business needs.
- Develop strategies for sourcing applicants, create staffing plans with management, manage exit interviews, and analyze turnover trends.
- Resolve confidential employee relations issues with management and staff, handle sensitive issues tactfully, and develop training programs and materials.
- Deliver training sessions, evaluate training effectiveness, and analyze compensation competitiveness annually or as needed. Prepare job descriptions and conduct job evaluations, ensuring performance management system compliance.
- Counsel employees on benefits, assist with communication of benefit plans, maintain records, process personnel actions, and contribute to HRIS system development and reporting.
Minimum Position Knowledge, Skills & Abilities:
- Bachelor's degree in Business Administration, Human Resources, or related field.
- Two years of experience related to HR duties can substitute for one year of education.
Experience: 7+ years in HR-related roles.
Specialized Skills:
- Ability to interpret and implement local policies.
- Excellent organizational, communication, and software skills.
- Position may require travel.
Certification, License & Clearance:
- PHR or SPHR certification and HR experience in the Middle East are highly preferred.
- Tier 1 NACI clearance or higher required for U.S. Citizens.
Facility credentials/authorization: Must obtain and maintain facility credentials; U.S. citizenship required for this.
Work Environment & Demands:
- Ability to work efficiently in extreme conditions, including dust and high temperatures.
- Must endure long hours, weather exposure, and hazardous conditions.
- Ability to lift up to 50 lbs.
Other Responsibilities: Adherence to safety, quality, and procedural standards as per company policies, including participating in safety initiatives and understanding quality management responsibilities.
