Overview

***This position will be physically located in Kuwait in support of LOGCAP.***

The Operations Manager assists the Emergency Services Director in managing and coordinating services such as Fire Department, Emergency Dispatch, Police Desk Operations, Physical Security Mail Screening, Emergency Medical Services, Counterintelligence Screening Team (CIST), Installation Access Badging, and Defense Biometric Identification System Operations. Responsibilities include overseeing site management, supporting audits, preparing briefings, managing data collection and reporting, providing leadership and mentorship, ensuring organizational alignment with Vectrus' values, liaising with Program Management, creating Statements of Work (SOW) for subcontracted services, monitoring subcontractor performance, and backfilling as needed.

  1. Coordinate with the Emergency Services Director, other managers, and external agencies to ensure smooth communication regarding ongoing activities.
  2. Collaborate with Program Support, Quality, and Safety organizations.
  3. Support emergency services programs, operations, recruitment, and quality initiatives.
  4. Plan, develop, and coordinate support for multiple emergency service activities.
  5. Engage professionally with US Military and other Agency Officials.
  6. Handle confidential matters per company policies.
  7. Perform operational duties related to the Emergency Services Directorate and PWS.
  8. Assist in creating standardized processes and procedures for efficiency.
  9. Manage processes, review contractual requirements, and ensure compliance with Contracts and Subcontracts.
  10. Lead special projects such as construction, RFPs, equipment procurement, and site visits.
  11. Develop recommendations to improve emergency services management on the LOGCAP V Contract.
  12. Perform other duties as assigned by the Emergency Services Director.
Qualifications
  • Minimum Qualifications: Bachelor's degree preferred; related experience in Emergency Services Management acceptable. Must be eligible for a Kuwait Driver's License and hold a current SECRET Security clearance.
  • Experience: At least 10 years in emergency services roles; experience in overseas emergency operations and Southwest Asia deployment preferred. Self-motivated with minimal supervision.
  • Skills: Excellent oral and written communication skills.
  • Supervisory Responsibilities: Manage the Emergency Services Directorate, including security, fire, dispatch, medical, and screening teams, within budget.
  • Working Conditions: Ability to work in extreme heat exceeding 120°F, in harsh outdoor and industrial environments.
  • Physical Requirements: Light work with occasional heavy lifting, prolonged standing/sitting, and use of PPE as needed. Comply with fire and safety regulations.
