Overview

This position is physically located in Kuwait in support of LOGCAP. Under the supervision of the Assistant Fire Chief - Training, the incumbent will assist the Fire Chief/Deputy Chief and manage the training program within the fire and emergency service department. Responsibilities include developing, implementing, and managing training programs to ensure compliance with DODM 6055.06, AR 420-1, DoDI 6055.06, NFPA standards, and other applicable regulations.

Responsibilities
  • Lead a professional team within the discipline, evaluating staff performance and providing coaching for professional development.
  • Manage the Fire and Emergency Services (FES) Training program, including developing the annual training schedule in accordance with DOD instructions.
  • Collaborate with department officers and leaders to develop training programs aligned with the department's statement of work and regulatory standards.
  • Conduct needs analysis using response data to develop targeted training programs supporting department operations.
  • Ensure personnel competency through effective training evaluations and administration of firefighter certification programs.
  • Create job performance requirements, lesson plans, training schedules, instructional methods, media, curricula, and evaluation tools.
  • Coordinate training efforts with shift personnel, Army agencies, and local emergency response organizations, developing contacts and resources.
  • Provide instruction to firefighters, Army personnel, or civilians as needed.
  • Participate in community events to promote the Fire Department's image.
  • Maintain relationships with other fire and rescue agencies to develop mutual aid training for effective multi-agency responses.
  • Perform additional duties as assigned.
Qualifications

Minimum Qualifications: Education or certifications may be substituted with related experience. Must pass annual firefighter health exams and SCBA Fit Testing per NFPA 1582 and 1583. Must meet certification requirements per DoD Manual 6055.06, including Firefighter I/II, HazMat Operations, First Aid, CPR, Airport Firefighter, and others listed. Valid driver license and passport required.

Preferred Qualifications: Certifications for Training Officer Specialist from TEEX ProBoard, including specialized firefighting and hazardous materials certifications. Experience as a firefighter on a DOD installation and as a certified instructor is preferred.

Skills: Proficiency in English, firefighting skills, effective communication, interpersonal skills, and computer skills in MS Office suite.

Material & Equipment

Operate complex fire apparatus, tools, communication devices, medical equipment, and personal protective gear.

Working Environment & Physical Requirements

Subject to extreme heat, noise, hazards, and physical exertion, including heavy lifting up to 100 pounds.
