Job Description

This position is physically located in Kuwait in support of LOGCAP.

Key Responsibilities:
  • Assist the Environmental Engineer Sr. with day-to-day operations, ensuring compliance and monitoring activities for drinking water and wastewater programs.
  • Support services related to drinking water, wastewater treatment, and collection, as well as sampling activities.

The Water Compliance Supervisor will oversee specialists who collect samples and conduct inspections to guarantee adherence to environmental and DoD regulations.

Responsibilities Include:
  • Training and evaluating water and wastewater compliance specialists, covering work instructions, standard procedures, sampling techniques, and inspections.
  • Scheduling and implementing water quality sampling activities, wastewater treatment, and compliance inspections, ensuring specialists can perform field sample techniques accurately.
  • Collecting water and wastewater samples, conducting inspections as needed, and verifying analytical reports submitted by specialists.
  • Maintaining accurate records of sampling and inspection reports, chain of custody documents, and other written correspondence on shared drives.
  • Providing data and assisting in revising work instructions, standard operating procedures, and plans, as well as participating in quality audits.
  • Assisting with the preparation of sampling and management reports.
  • Interpreting and maintaining current knowledge of DoD, U.S. Army, and host nation water regulations (e.g., OEBGD, Final Governing Standards, and AR 200-1).
  • Cordinating and assisting with other departments and installation environmental needs, as required.
  • Reporting any environmental issues or concerns involving water compliance to the Sr. Environmental Engineer and/or management.
Qualifications:
  • Minimum Qualifications: Education/Certifications:
    • Bachelor's degree in an environmental management program or an OSHA-related field.
    • Prior experience working as an EHS specialist, environmental health and safety assistant, environmental health and safety professional, or Health Safety consultant.
  • Licenses/Certifications:
    • Certified Environmental Specialist, Training/Certification HAZWOPER: 40-Hr, maintain the annual 24-hr, or 8-hr course whichever is required.
  • Skills:
    • Able to inspect all ESH material or HAZMAST material holding stations, monitor and document material movements, from initial receipt to written confirmation of acceptance at the destination.
    • Able to ensure that all EPA, OSHA, and DoD regulations are implemented.
    • Able to schedule and hold training sessions on all aspects of the program functional areas.
  • Working Conditions:
    • Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
