Job Description:

The Cost & Estimating Engineer is responsible for preparing and reviewing material takeoffs, developing estimation procedures, and supervising the estimation process for complex civil, road, or similar projects.

This role involves validation of estimates, monitoring Key Performance Indicators (KPIs), and leading a small team of estimators. The engineer will interface with clients, contribute to quality improvement initiatives, and ensure safety and quality assurance standards are met.

Key Responsibilities:

  • Estimation and Planning: Prepare material takeoffs, review technical accuracy of drawings and plans, and develop estimation procedures for project estimates from initial phases to detailed accuracy.
  • Engineering Estimates: Incorporate engineering estimates into overall project budgets and prepare rationale statements highlighting risks.
  • Validation and Quality Assurance: Validate estimates through norm comparisons and cost analysis, monitor estimating KPIs, and recommend process improvements.
  • Team Management: Train and supervise estimators, assign projects, and review work for accuracy.
  • Contract Review: Review contractual documents to determine scope of work and changes.
  • Project Scheduling: Assist in project scheduling related to estimates.
  • Departmental Development: Develop forms and procedures to enhance departmental output quality.
  • Clients Interface: Interface directly with clients.
  • Team Leadership: Lead a team of 1-4 estimators, ensuring qualified staffing and performance.
  • Quality Improvement: Participate in the company's Quality Improvement Team.
  • Compliance and Safety: Maintain current estimating standards by evaluating historical data and procedures, and ensure compliance with Quality Assurance and safety protocols.

Qualifications:

  • Bachelor's degree in Engineering.
  • Proven experience in Cost & Estimation within civil construction, roads, or similar projects.
  • Demonstrated track record in project cost management and estimation.
