The employee may be required to work an uncommon tour of duty in support of training and exercise activities or military special operations; involving nights, weekends, or holidays. This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent must continue to perform the E-E duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent be removed from any military recall status.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301.


SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include extensive knowledge of current software and equipment utilized for technical exploitation of all types of digital storage devices (hard drives). Expert knowledge and skill in applying analytical and evaluative methods and techniques to command level issues or studies concerning the efficiency and effectiveness of military operations and program management in such areas as war, mobilization, deployment, exercise, command and control, special operations, logistics, or similar operations. Comprehensive knowledge of the various command entities involved in overall planning and execution of operations and evaluations and the ability to convey and instruct on advanced concepts and technical procedures in a formal training school environment. Expert knowledge of workings, characteristics, and composition of agency special operations weapons systems and relationships to other weapons systems and military operations, strategies, tactics and associated logistics.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, special operations and related administrative programs such as PPBS, acquisition, and workforce development and training.
  2. Skill to plan and conduct comprehensive studies; and prepare solutions to especially broad, important, and severe military operational and contingency areas.
  3. Skill to apply extensive knowledge of military combined joint operations, base operations, range operations, logistics and bilateral agreements.
  4. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources while effectively communicating both orally and in writing, clearly and concisely, and with technical accuracy; and demonstrating the ability to negotiate complex issues; and maintain good working relationships.
  5. Skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  6. Ability to organize and lead efforts of staff of senior military (0-4/0-5/0-6) personnel and senior civilian personnel (GS-13/GS-14/GS-15) in accomplishment of wide range of staff projects.

PART-TIME OR UNPAID EXPERIENCE:

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE:

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
