KBR's Sustainable Technology Solutions (STS) group is looking for an Estimating Engineering Head for 5-years PMC contract for the supply of Programme Management services with Kuwait Oil Company. The contract serves to support KOC to achieve its objectives of reaching optimum capacity in its oilfields and enhancing its facilities by the most efficient and economical means available.

The contract aims to provide project management, co-ordination, planning, design, engineering, construction management, contracting, procurement, project controls and other services for construction of new oil field facilities, up-grading of existing facilities, and transfer of technology.

Primary Objectives

The Estimating Engineering Head performs analyses of the costs associated with projects, in the beginning with focus on cost of application of various international standards.

He is responsible for developing accurate and comprehensive cost estimates that consider all relevant factors, such as labour, materials, equipment, and overhead.

He is critical member of any project team, providing essential expertise and insights that help ensure the project is completed on time and within budget

Responsibilities

  • Conducts research and gather data on project specifications, such as blueprints, schematics, and other technical documentation.
  • Conducts research and gather cost data on applied international standards comparing this cost with estimated cost of client's specific standards
  • Analyses data to determine the costs of standard application, materials, labour, and other factors necessary to complete the project.
  • Develop cost estimates using a variety of methods, such as historical data, industry benchmarks, and industry-specific cost models.
  • Prepares detailed cost reports that outline the costs associated with different aspects of the project, including labour, materials, and equipment.
  • Collaborates with project managers, engineers, client representatives and other stakeholders to ensure that cost estimates are accurate and comprehensive.
  • Reviews and updates cost estimates throughout the project lifecycle, as necessary.
  • Communicates with clients and other stakeholders to explain cost estimates and address any questions or concerns.
  • Provides guidance and mentorship cost estimators

Qualifications including Required Education, Experience, & Skills

  • B. Sc. Engineering from an accredited college or university.
  • 16 years of total minimum post-graduation experience.
  • 8 years of total minimum post-graduation experience in oil & gas, refinery, or petrochemical industry.
  • 8 years of minimum post-graduation experience in a Estimating Manager or equivalent role.
  • 8 years of minimum experience in use software of specialty.
Essential skills/experience

  • Experience working out cost comparisons of various international Standards like ASME, API, NFPI, NEMA

  • In-depth knowledge of cost estimating methodologies and tools, as well as industry-specific regulations and requirements.

  • Strong analytical skills and attention to detail.
  • Excellent communication and interpersonal skills
  • Ability to influence and persuade.
