Project Commissioning Manager

To manage a team of Deputy Project Managers working in Multi Water and Wastewater Treatment Projects. The key responsibilities include commissioning and start-up activities of the water & wastewater project, maintaining technical standards, supervising commissioning and start-up activities on the project, planning and directing start-up engineering assignments, and undertaking technical responsibility for interpretation, organization, execution, and coordination of these assignments.
Key Objectives:
- Plan, develop, coordinate, and direct start-up activities for the water & wastewater project. Provide start-up assistance at the jobsite.
- Assist with the identification of handover systems and establishment of priorities and sequence of completion.
- Review during the construction phase the status of testing and punch listing to ensure systems are turned over to commissioning and start-up in a smooth, safe, and efficient manner.
- Interface with Client's operation staff and keep them informed of system completion status.
- Supervise, coordinate, and review the work of assigned engineers, estimate staffing needs and schedules, and assign work to meet completion dates.
- Prepare or direct the preparation of operations manuals.
- Ensure that work being performed is within scope of services and within budget.
- Input to project management, engineering, and construction to ensure start-up requirements are incorporated into water & wastewater project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
- Coordinate with client representatives to obtain approval on work as it is accomplished.
- Review and approve key start-up methods, procedures, and schedules on assigned waste & wastewater projects.
Required Skills and Qualifications
The ideal candidate will possess a recognized degree in Mechanical Engineering discipline from an accredited University or a professional license in an Engineering discipline. They should have a solid background and expertise on EPC Projects, specifically on Waste & Water Projects. Additionally, they should have technical knowledge of start-up operations, maintenance, and/or testing, including the development of commissioning and start-up manuals and associated method statements. The candidate should also have knowledge of engineering systems and calculations, applications of both engineering and start-up methods, coupled with knowledge of computer applications related to the close-out and resolution of engineering problems. An extensive knowledge of precedents in the start-up and operations areas and a broad knowledge of principles and practices of related areas are required. A broad knowledge of industry and regulatory standards and criteria pertinent to start-up, maintenance, operations, or testing is also necessary. The candidate should have skill in oral and written communication, ability to travel, and demonstrated skill in leadership. Broad progressive work experience aligned with commissioning, initial start-up, and operation activities or other relevant experience in design engineering, construction, field engineering, or plant operation in industrial, process, or marine facilities is desired.
