Job Details:

We are seeking an experienced Highway Infrastructure Manager to join our team. The successful candidate will be responsible for supervising asphalt production, evaluating raw materials, conducting pavement condition assessments, implementing performance-based testing, and providing technical support & training.

Key Responsibilities:

  1. Monitor asphalt production at plants to ensure consistency, compliance with mix design, and adherence to quality control protocols.
  2. Assess the quality of aggregates, binders, and additives to ensure they meet project specifications.
  3. Perform visual inspections and testing on existing pavements to determine performance, defects, and potential maintenance needs.
  4. Utilize advanced testing methods (e.g., Superpave, Marshall Stability, Dynamic Modulus) to predict long-term asphalt performance.
  5. Ensure proper temperature control during production and laying, as well as verify compaction levels using nuclear density gauges or other testing equipment.
  6. Participate in R&D efforts to improve asphalt mix designs, sustainability, and innovative paving solutions.
  7. Work on incorporating reclaimed asphalt pavement (RAP) and warm-mix asphalt (WMA) technologies for cost-effective and eco-friendly solutions.
  8. Train field technicians, contractors, and stakeholders on proper asphalt testing methods, standards, and best practices.
  9. Liaise with municipalities and regulatory agencies to ensure asphalt projects meet national and local standards.

Requirements & Qualifications:

  1. Masters degree in Pavement Engineering, Civil Engineering, or a related field can be advantageous for advanced roles.
  2. Certifications such as ACI Asphalt Testing Technician, NICET Asphalt Certification, or DOT Asphalt Certification can be valuable and an advantage.
  3. Proficiency in using gyratory compactors, Superpave testing equipment, nuclear density gauges, and dynamic shear rheometers (DSR) for asphalt performance analysis.
  4. Experience with AASHTOWare Pavement ME, Pave3D, or other pavement design software for mix design and structural analysis.
  5. Familiarity with RAP, WMA, and SMA for sustainable construction.
  6. Understanding of soil stabilization, subgrade preparation, and base course design to support asphalt pavement structures.
  7. Field experience with paving operations, including asphalt laydown, rolling techniques, temperature monitoring, and compaction control.
  8. Ability to analyze lab and field test results, create technical reports, and provide recommendations for asphalt improvements.
  9. Familiarity with Hamburg Wheel Tracking, Indirect Tensile Strength (ITS), and Fatigue & Rutting Resistance Tests for asphalt evaluation.
  10. Knowledge of FHWA, DOT, and other regulatory agency guidelines for asphalt pavement construction.
  11. Willingsness to stay updated with emerging technologies, industry innovations, and best practices in asphalt engineering.
  12. Familiarity with Kuwait's Ministry of Public Works (MPW), Kuwait National Petroleum Company (KNPC), and Kuwait Municipality guidelines for asphalt mix designs and road construction.
  13. Understanding of asphalt performance under extreme temperatures, oxidation resistance, and rutting prevention strategies specific to the Gulf region.
  14. Basic proficiency in Arabic may be beneficial for communication with local contractors and authorities.
