Base Life Support Operations Specialist

Job Summary:

This position is responsible for ensuring the Base Life Support subcontractor's compliance with technical requirements of the subcontract, including providing technical direction within the scope of the subcontract.

The Technical Monitor will be physically located in Kuwait and reports to the OSS Supply Manager. The ideal candidate should have specialized experience in Military Contracting with increased responsibility encompassing contract performance and supervisory experience.

Key Responsibilities:
  • Inspecting and certifying acceptability of services rendered throughout the period of performance in terms of quantity, quality, and timeliness as defined in the subcontract.
  • Reviewing and approving reports and materials provided by the Subcontractor as called for by the contract.
  • Notifying relevant parties if reports or other items submitted are to be rejected and stating the basis for rejection.
  • Completing and forwarding timely progress reports.
  • Certifying the Subcontractor's invoices for payment.
  • Requesting corrections when clerical or other errors are detected.
  • Maintaining detailed records of the Subcontractor's performance.
  • Providing copies of all correspondence relating to contract issues.
  • Preparing memoranda for record covering meetings/discussions.
  • Advising on changes that should be requested in writing.
  • Ensuring changes in work under the contract are not implemented before written authorization.
  • Making site visits daily to check the Subcontractor performance.
  • Monitoring and evaluating work performance of employees to ensure compliance with regulations.
Required Qualifications:
  • Education & Experience:
    • High school diploma or equivalent
    • Minimum 3 years of military contracting experience with supervisory responsibilities.
  • Skills:
    • Working knowledge of Base Life Support Operations
    • Understanding of Performance Work Statements and Statements of Work
    • Knowledge of Subcontractor Management Processes
    • Leadership, management skills, professional demeanor
    • Strong interpersonal skills
    • Discretion and good judgment
    • Ability to prioritize responsibilities
    • Attention to detail and high accuracy
    • Proficiency in English communication (verbal and written)
  • Clearance & License:
    • Valid driver's license and ability to obtain required licenses

Work Environment:

The successful candidate will be working in indoor and outdoor conditions, including harsh desert environment conditions with extreme temperatures.
