The Procurement Officer will be responsible for obtaining the highest quality merchandise at the lowest possible purchase cost for the American University of Kuwait. The incumbent will evaluate suppliers based on price, quality, service support, availability, and reliability.

Key responsibilities include monitoring and checking prices on a global scale, negotiating with suppliers, and managing contracts. The Procurement Officer will also be responsible for analyzing data and information received from various vendors, and assisting the University in its search for the right suppliers.

Other duties include purchasing, renting, or otherwise providing for the furnishing of supplies, materials, equipment, or contractual services for all departments of the University. The incumbent will also prescribe the manner in which supplies, materials, and equipment shall be purchased, delivered, and distributed.

In addition, the Procurement Officer will establish standards of quality and quantity, develop standard specifications in consultation with the department's Director, and prescribe the manner of making physical tests of samples submitted with bids and samples of deliveries to determine compliance with specifications.

The incumbent will also maintain the Banner Accounting System for Purchasing and Procurement up-to-date, maintain adequate records relating to Procurements, and assist the auditing process. Furthermore, the Procurement Officer will administer and review all contracts submitted to the American University of Kuwait, check terms and conditions, and suggest amendments before forwarding to the Senior Director of Finance for approval and signature.

Requirements for the position include a proven track record of working in procurement, purchasing, or supply chain roles, with more than 5 years of experience as a Procurement Officer or in a similar position. Experience in sourcing and negotiating with suppliers, managing contracts, and overseeing procurement processes is also required.

An education in Business Administration, Supply Chain Management, Logistics, or a related field is usually required. Advanced degrees or certifications in procurement can be advantageous. The incumbent should have strong communication skills, including negotiating effectively and building relationships with vendors, and a strong analytical mindset with the ability to evaluate supplier proposals, analyze data, and make strategic purchasing decisions.
