
Fire Department Manager

At Vectrus, we are seeking a highly experienced and skilled Incident Commander to lead our emergency response efforts.
Overview
The successful candidate will be responsible for implementing the LOGCAP V Fire Protection Plan and ensuring that all emergency response operations are conducted within the guidelines stipulated by this plan and the Emergency Management Plans. This role reports directly to the Assistant Fire Chief of Operations and directs and leads firefighters during firefighting operations, rescue operations, hazardous materials incidents, and other related emergencies events.
Responsibilities
- Implement fire protection programs that conform to the Performance Work Statement (PWS), with a focus on safety as the highest priority. Comply with Environmental, Health, and Safety (EHS) and Quality Assurance (QA) requirements and goals. Ensure adequate documentation and training of subordinate employees on EHS and QA requirements and goals. (10%)
- Conduct regular fire inspections to ensure facilities are safe and maintain accurate records. Operate computerized digital fire alarm receiving equipment and two-way radio communications equipment. Perform logistical duties in support of fire department operations, including equipment maintenance, scheduling, and coordination of appointments for subordinates. (10%)
- Ensure emergency equipment is operational and ready for use according to NFPA or industry standards. Respond to emergencies, disasters, and hazardous material spills according to department work instructions, standard operating procedures, or the Emergency Management plan. Lead teams in rescue units, ladder trucks, engine companies, water tenders, or airport crash apparatuses. Enter burning or contaminated structures, vehicles, and areas immediately dangerous to life and health to fight fires and perform rescues while wearing required personal protective equipment. Direct Crew Chief/Company Officer level operations for structural fires, aircraft fires, rescue operations, medical emergencies, hazardous materials responses, and other emergency events. (45%)
- Provide supervision to firefighters, maintaining and cleaning personal protective equipment and supervising firefighters in cleaning equipment and facilities. Track data related to organizational metrics and support the achievement of LCV metrics. Train and orient subordinate employees on performance, documentation, and activities affecting department metrics. Attend meetings in the absence of the supervisor or as needed. (25%)
- Communicate professionally with subordinates and others through staff meetings, performance appraisals, job requirements, division metrics, projects, quality standard procedures, and safety practices. Work towards achieving LOGCAP goals and PWS commitments. Perform other duties as required. (10%)
Qualifications
- Minimum Qualifications: Education/Certifications:
- A valid Secret Clearance and U.S. Citizenship are required. A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License are also required. High School diploma or equivalent (Associate Degree in Fire Science preferred). DoD, Pro-board, or International Fire Services Accreditation Congress Certification as: Fire Officer II, Fire Instructor I, Fire Inspector I, Hazmat Operations, and Incident Commander. Driver Operator Pumper, Mobile Water Supply MWS, Driver Operator ARFF, Driver Operator Aerial, Airport Firefighter, HazMat Technician, and Emergency Medical Technician (EMT) or higher are preferred.
- Experience:
- Requires 5 years with an organized Fire or Emergency Service Department. Two years of experience at the level of Company Officer is preferred.
- Skills:
- Possess leadership and management skills in a professional demeanor. Ability to work effectively with employees and management personnel at all levels, including multinational staff, superiors, and ranking military officers. Ability to exercise discretion and good judgment, understanding the effect of decisions on the company. Strong interpersonal and negotiation skills, with the ability to communicate in English, both verbally and written. Proficiency in Word, Excel, and Outlook applications is required. High level of organizational and planning skill to manage workflow efficiently and accurately.
- Supervisory/Budget Responsibilities:
- Must have extensive knowledge of fire department operations, including advanced knowledge of leadership and supervisory techniques. Must have advanced knowledge of Fire Department functions and responsibilities and a thorough understanding of Incident Command System (ICS). This is a first-level supervisor position, supervising two to six firefighters.
- Working Conditions:
- Duties involve conducting work in the outdoors, with potential exposure to extreme climatic conditions, including frequent dust storms and high temperatures up to 130 degrees in summer months. Potential exposure to chemical or biological agents could exist. Employee use of personal protective equipment (PPE) in certain areas is required, including head, foot, hand, torso, respiratory, vision, and hearing protective devices. Compliance with all Fire Department, company safety department, and Army safety policies is mandatory. Ability to respond and work in all types of weather and less-than-ideal conditions, potentially entering hazardous environments.
- Physical Requirements:
- Meet or exceed physical requirements contained in the current edition NFPA 1582, including physical strength and ability to perform heavy and strenuous tasks for extended periods under dangerous and uncomfortable conditions, often while wearing bulky protective gear, including self-contained breathing apparatus. Exert force sufficient to lift and carry up to 200 pounds of body weight and occasionally, as a team member, to lift and maneuver onto a gurney body weight up to 600 pounds or as necessary lift whatever weight is required to handle the emergency or rescue requirement. Manage personnel issues off-duty.
