Publications Specialist Lead

This position will be physically located in Kuwait in support of LOGCAP.

Under the general guidance and supervision of the Accounts Supervisor and the direction of the SSD Manager, the Senior will oversee the daily operations of the Forms/Publications and Reproductive Services sections of IMD. The Senior will ensure all Performance Work Statement (PWS) requirements are met in accordance with established department guidelines and procedures. Provide publications and reproduction support for all of the ASG-KU Area of Responsibility (AOR).

1. Prioritize and assign work to achieve maximum efficiency while maintaining quality service and ensuring the primary requirements of the PWS are being performed by employees in accordance with Department and Safety guidelines/procedures.
2. Establish a flexible and rigorous training program to ensure employees are cross-trained in the operations of the Publications/Forms and Reproduction AOR; order and issue publications according to the PWS and Technical Evaluations (TEs); submit monthly Contract Data Requirements Lists (CDRLs); and identify forms being converted to electronic media (EMO), reporting changes through the Contracting Officer Representative (COR).
3. Conduct a 100% monthly inventory of all forms stored and on hand in the warehouse.
4. Participate in developing and updating the section's Standard Operating Procedures (SOP), work instructions (WI), and forms.
5. Contact customers to resolve issues and coordinate collection of requested items.
6. Ensure all CDRLs are submitted on the last workday of each month to the SSD Manager for further submission to the COR and Acquisition Contracting Officer (ACO).
7. Order manuals through AEPUBS and maintain Electronic Technical Manuals (ETMs) for the US Government.
8. Maintain communication with Army Europe for urgent requests of forms or publications.
9. Maintain accountability of Government-Furnished Equipment (GFE) assigned to the work area.
10. Perform other duties as assigned.

Minimum Qualifications:

• High School diploma and at least 3 semester hours of English from an accredited institution; a graduate of a Military warehouse and/or publications school is preferred.
• Must possess and maintain a valid driver's license from the country of origin for obtaining and maintaining a Kuwait Driver's License.
• The ability to acquire and maintain a Common Access Card (CAC).

Experience:

• At least 5 years of experience in office administration and customer service roles.
• At least 2 years of supervisory or management experience.
• Knowledge of DA PAM 25-33 (Users Guide for Army Publications and Blank Forms) and experience with the US Military or Government Contracting environment is preferred.

Skills:

• Proficiency in reading, writing, and communicating orally in English.
• Advanced computer skills, especially in MS Office (Word, Excel, PowerPoint, Outlook).
• Effective interaction with all levels of employees, including supervisory management.
• Discretion, good judgment, organizational, planning, and critical thinking skills.
• Excellent customer service skills and a professional demeanor.
• Ability to work independently under pressure.
• Strong interpersonal skills and commitment to ethical values of integrity, respect, and responsibility.

Supervisory Responsibilities:

• Prioritize and assign work to maximize efficiency and maintain quality service.
• Directly manage 2-4 personnel, generate weekly and monthly reports, and interact with contractor personnel, military customers, and local service providers as a subject matter expert.

Working Conditions:

• Must be able to work in extreme weather conditions, with temperatures exceeding 120°F.
• Indoor and outdoor environments with harsh conditions, including hot, dry desert environments with temperatures of 30°F in winter and 130°F in summer.
• May involve industrial production environment conditions.

Physical Requirements:

• Light work involving exerting up to 20 pounds of force occasionally, and up to 10 pounds frequently or constantly.
• May require heavy lifting, stooping, climbing, prolonged standing and sitting, and working in areas with potential exposure to physical, chemical, or biological agents.
• Use of personal protective equipment (PPE) as required.
• Compliance with all fire and safety regulations and policies.
